Systems of Attestation of Compliance (SAC)
Compliance control criteria, varying according to product and relative harmonised standard of reference, are the following: • System 1+: Certification of Compliance is issued by a Notified Body performing a compliance evaluation on the type of product to the relative harmonised standard and a continuous surveillance over the Factory Production Control (FPC), also through periodical sample surveys both from the factory and the market; • System 1: Certification of Compliance is issued by a Notified Body performing a compliance evaluation on the type of product to the relative harmonised standard and also a continuous surveillance over the Factory Production Control (FPC); • System 2+: Declaration of Compliance is issued by manufacturers, on the basis of the Initial Type Testing (ITT) carried out under their own responsibility, contextually to the intervention of a Notified Body performing continuous surveillance over the Factory Production Control (FPC); • System 2: Declaration of Compliance is issued by manufacturers, on the basis of the Initial Type Testing (ITT) carried out under their own responsibility, contextually to the intervention of a Notified Body performing initial inspection of the Factory and its Production Control (FPC);

Law requirements
Directive 89/106/EEC is a communitarian
law which prescribes the EC mark for all products entering “Construction
Works”. In order to apply Directive 89/106/EEC, regarding security of
construction products, the European Union has demanded CEN the elaboration of
harmonized standards concerning construction products, to be applied in the
Union Countries. In Italy
the directive was implemented through D.P.R n. 246/1993, which has become its
enacting Regulation. Said D.P.R requires all products commercialized in the
European Community to affix the EC mark within a certain period; Art. 11 of the
D.P.R, in fact, clears that all products lacking the EC mark after the deadline
must be withdrawn from the market and cannot be installed in buildings.
EC marking and labelling
The MANUFACTURER is responsible for the
application of the EC mark. The labelling can be made on the product where possible,
otherwise on the package or transport documents; labelling must necessarily
report the following information:
• EC compliance mark (EC symbol)
• id number of the Notified Body, if
applicable (except system 4);
• manufacturer’s name or id trademark and
address;
• the last two figures of the year in
which marking was affixed on the product;
• EC certificate number if due (except
system 4);
• harmonised standard number;
• product description;
• information on the product and its
relevant characteristics.
Obligation addressees
Each manufacturer is obliged to prepare
and maintain active a “Factory Production Control System” (FPC), based on a
series of characterization tests (ITT – Initial Type Test). Said tests are
recalled in Appendix ZA of the harmonised standards.
Appendix ZA defines minimal requirements
to determine in order to demonstrate compliance to harmonised standard of
reference. Manufacturers will have to document and preserve tests results.
The solution
