Before commercialization and during its life cycle an elevator needs to undergo different controls and maintenance actions in order to guarantee security. DPR 162/99 implements the Directive 95/16/EC and, besides defining compliance evaluation procedures for elevators and their safety components, establishes the obligation to perform periodical (and exceptional) verifications on elevators and is intended to prevent the rising of security problems due to aging and wear of the system.
Said activity may be also carried out by a Notified Body, a private society performing activities as third party under the authorization of the Ministry of Economic Development.

An in-depth look at the law
DPR 162 30 April 1999, defined as “Regulation bearing the norms for the implementation of Directive 95/16/EC on elevators and the simplification of procedures for the certificate of no impediment as for elevators and freight elevators, as well as the relative installation and running licence”, covers all aspects related to elevator security. On one hand, it states essential safety requirements and evaluation modalities for the compliance of the product before it can be commercialized. On the other hand, it prescribes and rules periodical checks and maintenance activities ensuring the correct functioning of the system. Compliance evaluation may occur according to diverse control combinations (from the finished product to the organizational structure). Compliance evaluation procedures and periodical verification activities during running are carried out by Authorised and Notified Bodies according to comma 6 of art. 10 or by Notified Bodies of other countries of the European Union.

The safety components manufacturer or its agent and the elevator fitter must check their products with a compliance evaluation. The owner of the elevator or its legal representative (for example the property manager) must have elevators checked with periodical inspections every two years and, in some case, to exceptional verifications.
