As far as machineries manufactured ex novo are
concerned, certification and/or marking have to be performed during
prototypation and/or assembly phases, before their commercialization. As for
second-hand machineries with no EC mark, certification and/or marking must be
carried out before they start running on the European Community territory. For
all certified machineries in accordance with attachments VI and VIII, the
Notified Body must perform periodical annual inspections or in any case within
three years since the certification issuing in order to verify that compliance
to the directive has been maintained.

Machineries and equipment for outdoor use (attachment VI of Noise Directive 2000/14/EC, D.Lgs. 262/02)
Qualified personnel, experience gained over the years and a multichannel instrumentation, allow ECO Certificazioni to perform measurements of sound pressure levels (LpA) and sound power levels (LwA) on any type of machinery.

Moreover, ECO Certificazioni may represent a precious support for clients who intend to have comparative or intensimetry tests performed on their own products among the diverse technical solutions adopted, in order to verify their efficiency.
Law requirements
Directive 2000/14/EC, modified by 2005/88/EC, disciplines noise emissions for over 50 types of outdoor machineries and equipments, defining the modalities a manufacturer must follow in order to affix the compliance mark, consisting in the EC symbol and in the indication del guaranteed sound power levels.
The European Directive
Directive 2000/14/EC, “on the approximation of the laws of the Member States relating to the noise emission in the environment by equipment for outdoor use”, came into force on the 6th of December 2002; it establishes that only machineries bearing the EC mark with indication of guaranteed sound power can be commercialized. For certain types of machineries it identifies particular sound power limits, more restrictive than in the past. Machineries are divided in two categories:
- machineries subject to noise emission limits;
- machineries subject only to noise emission label.
The former includes machineries which must necessarily be controlled by a Notified Body, such as ECO Certificazioni, verifying both design and production phases. The intervention of a Notified Body is thus not limited to performing type tests, but also intended to control activities during production, by means of tests repetition or by keeping under surveillance the firm’s Quality System previously approved by the same Body.
The latter gathers machineries with no obligation to respect noise limits, yet still undergoing compulsory tests in order to declare the guaranteed sound power level and affix the compliance mark.
Obligation addressees
Manufacturers and importers of new machineries or importers of second-hand machines not bearing the EC mark. Machineries listed by the Directive include for example: excavators, lawnmowers, generators, mobile cranes, etc for a total of 57 machines typologies.
The solution
As Notified Body recognized by the European Commission and the Ministry of Economic Development, we have formal authorization for the performance of compliance evaluation activities and the issuing of certifications according to attachments VI, VII and VIII of the Directive. ECO Certificazioni is qualified to carry out noise tests on all machineries concerned by these law requirements in order to determine the value of guaranteed sound power and therefore the EC mark.
